A Dixon, California, family faces City Council this evening about whether their pet sheep "Pepper" will stay or go. Pepper has been the family pet for six years, and kept in accordance with Dixon law. In fact, the sheep's housing and care is better than most people have for their pet dogs. However, one specific neighbor family is trying to get the sheep 'deported' out of town.
